The plugin simply lists repos that have the “wordpress-plugin” topic added to them, and when you check the details of one (or try to install it), then it looks for the header tags in the readme file, and determines if the plugin is compatible or not.
Fortunately, GitHub lets us access their API without an API key (up to a limit) which makes this plugin usable for the average user who doesn’t have a GH API key. But it’s also possible to add an API key in the settings to increase those limits.
