Nobody mentions the cloud providers, but I’m guessing there might be a few specific providers where this error is happening.

GuestI’m fairly certain this is caused by certain cloud providers like RackNerd having poorly configured Ubuntu images/etc during provisioning. The
admgroup is special for Ubuntu and therootuser should already be in that group afaik.So pretty much I think you need to ask your provider to fix their ISO

GuestRacknerd had some other ISO problems too. Just not very good ISOs they need to be improved. Before they didn’t even install
rsyncby default which is strange -
